Common Fisheries Policy (CFP)

The EAA advocates for a reformed Common Fisheries Policy that fully recognises recreational fisheries, ensures sustainable fish stocks, and balances ecological, social, and economic interests across Europe.

Common Fisheries Policy

Purpose
The Common Fisheries Policy is the EU’s main framework for managing fisheries and fish stocks, with the objective of ensuring sustainable exploitation, healthy ecosystems, and viable coastal communities across Europe.

Current status
While the CFP governs all EU fisheries, Marine Recreational Fisheries (MRF) are barely integrated into the policy framework. Recreational fisheries are not represented on equal footing with commercial fisheries and aquaculture, and data on their socio-economic value and catches remain fragmented and insufficiently used in decision-making.

Outlook & EAA position
The EAA calls for the inclusion of Marine Recreational Fisheries in the CFP, including the proper implementation of Article 17, which requires fishing opportunities to be allocated using transparent environmental, social, and economic criteria, rather than relying almost exclusively on historic catch levels. EAA advocates management approaches that prioritise high social and economic value with low environmental impact, supported by improved data and meaningful stakeholder involvement. Healthy fish stocks are the foundation of the sector, and EAA seeks an active role in decision-making to ensure recreational fisheries contribute fully to a sustainable and future-oriented European blue economy.
